Shanxi Province: Accelerate the process of canceling the power business license for shut down units

On December 16th, the Shanxi Regulatory Office of the National Energy Administration issued a notice on accelerating the cancellation of the power business license for shut down units. It is reported that some small units in Shanxi Province have been shut down and eliminated, but the cancellation procedures have not been carried out in accordance with the "Management Measures for Cancellation of Electric Power Business License" of the National Energy Administration.

Notice on Accelerating the Process of Cancelling and Shutting down the Power Business License for Units

The relevant regulations such as the "Regulations on the Administration of Electric Power Business License" clearly require that the implementation of the electric power business license system is the responsibility and obligation of electric power enterprises. However, recent regulatory findings have shown that some small units in our province (see attachment for the list) have been shut down and eliminated, but have not followed the cancellation procedures in accordance with the "Administrative Measures for the Cancellation of Electric Power Business License" of the National Energy Administration. To further strengthen the management of power business licenses, the following requirements are proposed:

1、 All relevant power groups and generation enterprises should further strengthen their leadership and fulfill their responsibilities. It is necessary to complete the cancellation of the power business license for shut down units before December 31, 2021. If it is not processed within the deadline, our office will announce the cancellation and notify the whole province.  

2、 Each power enterprise should further improve its positioning, take it as a warning, study and strictly implement the power business license system, and ensure that the dynamic maintenance meets the license conditions.
